Howard County Handles Columbia Records

Columbia was built as a planned community in the 1960s and was never incorporated as a city or town. It spans several villages and neighborhoods, all inside Howard County. Because Columbia has no municipal government, there is no "City of Columbia" court or records office. Howard County handles everything: courts, law enforcement, and public records.

When you search for Columbia criminal records, you are really searching Howard County criminal records filtered by address or by the name of a specific person. The court has no way to search only for Columbia cases by community name. You search by person name or case number, and the location of the incident will appear in the case details.

Howard County implemented Maryland Electronic Courts (MDEC) in May 1999. Records from that point forward are available through the online Case Search. Earlier paper records may be accessible by contacting the Circuit Court clerk's office directly.

Note: Columbia is an unincorporated community. There is no separate Columbia city court. All criminal cases go through Howard County courts in Ellicott City.

The Circuit Court handles felony charges, jury trials, and appeals from the District Court. The District Court handles misdemeanors, traffic cases, and initial hearings. Both sets of records appear in the Maryland Judiciary Case Search. If you need to visit in person, bring photo ID. The clerks can help you pull case files or make copies while you wait.

Certified copies of court records cost $5.00 per document. Regular copies run $0.50 per page. These state-set fees apply at both court locations. If you are researching a case that predates online records, the clerk's office can search their paper archives, though response times may vary.

Online Criminal Records Search

The Maryland Judiciary Case Search covers Howard County cases, including those from Columbia. The system is free and open to the public without any login. You can search by name, case number, or a combination of both. Records go back to May 1999 for Howard County.

Name searches since December 2021 require an exact match by default. If you are unsure of a spelling, add a percent sign at the end of a partial name to trigger a wildcard search. The results show charges, hearing dates, case status, and final disposition. Active cases update regularly as new hearings are added.

A 2024 update to state policy removed dismissed cases and acquittals from public view. Stet dispositions drop off after three years. This means some cases that were once visible will no longer appear in the public search results. If you have reason to believe a specific case exists but cannot find it, contact the clerk's office for more information.

Howard County Police Department

The Howard County Police Department covers all of Howard County, including Columbia. There is no separate police force for Columbia itself. Officers respond to calls throughout the county's communities. Headquarters sits in Ellicott City near the courthouse.

If you need an incident report from something that happened in Columbia, you can request it through the Howard County Police. The department allows online report filing for certain non-emergency incidents. For copies of existing reports, contact the records division directly. You will need the report number and your own identification to pick up a copy.

Arrest records are part of the court record once a case is filed. Before charges are filed, arrest records are held by the police department. Some arrest information may be released under Maryland's Public Information Act, though exemptions apply when disclosure would interfere with an active investigation.

Note: The Howard County Police Department headquarters is located in Ellicott City, not within Columbia, though officers serve the entire county including all Columbia villages.

What Columbia Criminal Records Include

Criminal records from Howard County courts cover a wide range of case types. Circuit Court records handle the serious end: felony assault, drug trafficking, burglary, sex offenses, and other major crimes. District Court records cover misdemeanors, traffic citations, and peace order violations. Both types of records appear in the same online search tool.

Each record shows the defendant's full name, date of birth, the charges filed, the case number, and all scheduled hearing dates. After the case closes, the disposition appears. This could be a guilty plea, a not-guilty verdict after trial, a probation before judgment, or a dismissal. The public record does not include police reports, witness statements, or evidence logs. Those remain with law enforcement unless released through a formal Public Information Act request.

Juvenile cases are sealed under Maryland law. No one can access juvenile records through the public Case Search. If a minor was tried as an adult, that case may appear in the adult court records, but this applies only in specific circumstances involving serious charges.

CJIS Background Checks

For an official background check that covers Columbia and all of Howard County, the Criminal Justice Information System (CJIS) is the right place to go. A state-only check costs $18. Adding an FBI check brings the total to roughly $38-$45. Fingerprinting is required.

You can reach CJIS by phone at 410-764-4501 or toll-free at 1-888-795-0011. Email inquiries go to cjis.customerservice@maryland.gov. Mail requests to PO Box 32708, Pikesville, MD 21282-2708. The official background check pulls from the full state criminal history database, not just court records. It includes records from all 24 Maryland jurisdictions, so a check for a Columbia resident will also capture any out-of-county cases they may have.

Expungement in Howard County

Columbia residents can petition for expungement or shielding of qualifying criminal records through the Howard County courts. The filing fee is $30 for most expungement petitions. Cases that ended in acquittal or certain dismissals may qualify for free expungement.

Shielding is a related option that limits who can view a record without fully erasing it. Not all convictions qualify. The eligibility rules depend on the type of charge, how much time has passed since the case closed, and whether the person has any other convictions. Howard County legal aid organizations can advise on eligibility and help with the paperwork at low or no cost.

Historical Records

For Howard County criminal records that predate the May 1999 online start date, the Maryland State Archives holds older court documents. The Archives charges a $25 research fee. You can also contact the Howard County Circuit Court clerk directly for older paper records. Response times for historical records depend on how far back you need to go and whether the files have been transferred to the Archives.
