Maryland Judiciary Case Search for Carroll County

The free Maryland Judiciary Case Search covers all 24 jurisdictions in the state, including Carroll County. Electronic records here go back to 1990, which is earlier than many other Maryland counties. You can search by name, case number, or attorney name without creating an account. The system shows charges, case status, court dates, and dispositions.

Since December 2021, the system uses exact name matching by default. If you are searching for a common name or are unsure of the spelling, you can use the percent sign (%) as a wildcard. For example, searching "Smi%" will return results for Smith, Smits, Smithson, and similar names. This helps when you do not have the full legal name of the person.

Carroll County case numbers follow the format 06-C-YY-######. The "06" is the county code and "YY" is the two-digit year. If you have a case number, entering it directly is the fastest way to pull up a specific record. Name searches will return a list of all cases matching the name you enter.

What Carroll County Criminal Records Show

A Carroll County criminal record from the Circuit Court typically includes the full legal name of the defendant, the charges filed, court dates, case status, and the final disposition. If the case went to trial or plea, you will see whether the person was convicted, acquitted, or had their charges reduced. Sentencing details such as jail time, probation, and fines are part of the public record.

Not everything is public. Juvenile records are sealed under Maryland law. Expunged records do not show up in Case Search at all, though you may still find older references in physical court files if the expungement was not fully processed. Shielded records are hidden from the public index but accessible to certain government agencies.

District Court criminal records for minor offenses handled in Westminster also appear in Case Search. These include traffic-related criminal charges, misdemeanors, and violations that do not rise to Circuit Court level. Both sets of records are searched with the same name search tool.

Note: Stet dockets, which are cases that have been indefinitely postponed, are hidden from public view after three years under 2024 rule changes.

The Carroll County Sheriff's Office is the primary law enforcement agency for unincorporated areas of the county. Incident reports and arrest records that have not yet resulted in court filings may be obtained directly from the Sheriff's Office. These are separate from court records and are not available through Case Search.

Westminster city has its own police department handling calls within city limits. Smaller towns like Taneytown and Hampstead have their own departments as well. Each agency maintains its own arrest and incident log. Public records requests for law enforcement reports generally require a written request or formal Maryland Public Information Act (MPIA) request to the agency involved.

For criminal history background checks that go beyond what is visible in Case Search, the Criminal Justice Information System (CJIS) at the Maryland Department of Public Safety and Correctional Services handles official state checks. Contact CJIS at 410-764-4501 or visit the CJIS background check portal.

  • Name search fee: $7.00 per name
  • Per-page copy fee: $0.50 per page

Fees are set by the Maryland Rules of Procedure and apply across all counties. Pay by check, money order, or in person by cash at the Clerk's office. Mail payments should be made out to the Clerk of the Circuit Court for Carroll County.

Expungement and Shielding in Carroll County

Maryland allows people to expunge certain criminal records, which removes them from public access entirely. Charges that were acquitted, dismissed, or placed on a stet docket for more than three years are generally eligible for expungement. Some convictions for minor offenses are also eligible under Maryland law, depending on the charge and time elapsed since sentencing.

To start the expungement process in Carroll County, you file a petition with the Circuit Court Clerk at 55 N. Court Street in Westminster. The filing fee is $30 for most cases, though acquittals and dismissals are free to expunge. The State's Attorney and other agencies have the right to object within 30 days. If no objection is filed, the court usually grants the petition.

Shielding is a newer option in Maryland that does not destroy records but removes them from public view. This applies to certain first-time convictions and drug offenses. Shielded records are still visible to law enforcement and courts but do not appear in public Case Search results. The process is similar to expungement but the records are not permanently removed.

The Carroll County records requests page can point you to the right forms for expungement and shielding petitions. Legal aid services in central Maryland can help if you need guidance on eligibility.
