Maryland Judiciary Case Search - Cecil County Records

The Maryland Judiciary Case Search is free to use and covers Cecil County criminal records from April 12, 2000, onward. You do not need to register or log in to search. Enter a name, use a case number, or search by attorney name. Results show charges, court dates, dispositions, and sentencing information when available.

Cecil County case numbers use the format 09-C-YY-######. The county code 09 identifies Cecil, "C" stands for Circuit Court, and the remaining digits are the year and case sequence. If you are searching for a specific case, the number is the fastest lookup method. Name searches return all cases on file for the name you enter, which may include civil matters alongside criminal ones.

Since December 2021, searches use exact name matching by default. Type the percent sign (%) at the end of a name to get partial matches if you are not sure of the full spelling. This works especially well for names with multiple common spellings. The system searches all 24 Maryland jurisdictions at once unless you filter by county.

What Cecil County Criminal Records Include

Cecil County criminal court records contain the defendant's name, charges, case status, hearing dates, and the final outcome of each case. When a case ends in a guilty plea or conviction, sentencing details such as prison time, probation terms, and fines are part of the public record. The record also shows if a case was dismissed, acquitted, or transferred to another court.

Some records are not public. Juvenile cases are sealed under Maryland law and do not appear in any public search system. Expunged records are removed entirely from the public index. Shielded records are hidden from public view but may still be accessible to courts and law enforcement.

Cecil County is in a unique position geographically. People who live and work near the Delaware and Pennsylvania borders may have cases in multiple jurisdictions. Maryland Case Search only shows Maryland records. For out-of-state cases, you would need to search those states separately.

Note: Stet dockets, which place cases on hold indefinitely, are removed from the public index after three years under Maryland's 2024 court records rules.

Law Enforcement Records in Cecil County

The Cecil County Sheriff's Office handles law enforcement in unincorporated areas of the county. Elkton has its own police department, and several smaller towns have their own departments as well. Arrest records and incident reports from any of these agencies are separate from court records and are not accessible through Case Search.

To get a copy of an arrest report or incident log from a Cecil County law enforcement agency, you typically need to submit a Maryland Public Information Act (MPIA) request to the specific agency. Some departments have online request forms. Others require a written letter. Response times vary but agencies are generally required to respond within 30 days.

For a full criminal history background check, contact the Criminal Justice Information System (CJIS) at 410-764-4501. The state check costs $18 and a combined state and federal check runs $38-45. Results typically take two to four weeks. The CJIS background check portal has more details on what to submit.

Fees and Copy Costs

Online searches through the Maryland Judiciary Case Search are free. You do not pay to look up a name or view case details on the website. Fees apply only when you request physical documents or certified copies from the Clerk's office.

  • Name search fee: $7.00 per name
  • Copy fee: $0.50 per page
  • Certified copy fee: $5.00 per document
  • Audio CD (court recordings): $25.00

These rates are set statewide by Maryland court rules and apply to all 24 jurisdictions. Pay at the Clerk's window by cash, check, or money order. For mail requests, make checks payable to the Clerk of the Circuit Court for Cecil County.

Note: The $7.00 name search fee applies to in-person and written requests handled by Clerk staff, not to searches you run yourself through the online portal.

Expungement and Shielding in Cecil County

Maryland's expungement process allows people to remove certain criminal records from public access. Cases that were acquitted, dismissed, or placed on a stet docket for more than three years may be eligible. Some convictions for specific lower-level offenses can also qualify, depending on the charge type and how much time has passed since sentencing.

To file for expungement in Cecil County, you submit a petition at the Circuit Court Clerk's office at 129 East Main Street in Elkton. The fee is $30 for most petitions and free for acquittals and dismissals. After filing, the State's Attorney has 30 days to object. If no objection comes in, the court typically grants the petition and notifies the relevant agencies to remove the record.

Shielding is an alternative to expungement for eligible cases. It hides records from the public Case Search index without permanently destroying them. Courts and law enforcement can still see shielded records. This option is available for certain first-time convictions and specific drug-related offenses under Maryland law.

The Cecil records requests page has forms for expungement and shielding petitions. For help deciding if you are eligible, legal aid organizations in the region can assist at low or no cost.

Historical Criminal Records
